Book excerpt: This report provides an overview of the biological status of assessed stocks around the world and relates measures of stock status to the strength of fisheries management. Stock assessment outputs, consisting primarily of time series of abundance and fishing pressure relative to target reference points, were compiled for 548 marine fish and invertebrate stocks in the RAM Legacy Stock Assessment Database. Data summary methods included: global and regional mean trends of abundance and fishing pressure relative to target reference points; bivariate plots of relative abundance and fishing pressure; estimates of potential equilibrium yield foregone at current fishing pressure; and proportions of stocks in different biomass status categories. These measures of stock status were summarized at the global level as well as separated by 16 FAO Major Fishing Areas and ocean basin regions for comparison.

This book was released on 2021-06-11 with total page 175 pages. Available in PDF, EPUB and Kindle. Book excerpt: This review of the techno-economic performance of the main global fishing fleets discusses the outcomes from 20 country-level studies of fishing fleets from Africa, Asia, Europe, North and South America. It includes financial, socio-economic and technical information from 103 major (semi-) industrial fishing fleet segments, which are responsible for an estimated 39 percent of marine capture fisheries production worldwide. The analysis of vessel characteristics reveals substantial differences in fishing capacity (in terms of vessel length, tonnage and power) between fleet segments. An increase in the gross tonnage of average vessels was observed in fleet segments also covered in previous reviews. Substantial increases in average length overall and engine power were observed in several Asian fishing fleets. The age structure of the fishing fleets in most regions, except Asia, shows an upward trend. An analysis of the costs and earnings data showed that labour and running costs were the two main cost components for the majority of fleet segments. Ninety-two percent of 97 fleet segments reported a positive net cash flow in the year they were surveyed, in the 2016–2019 period. Net profit margins of 10 percent or more were realized by average fishing vessels in 73 percent of the fleet segments. Returns on investment (ROIs) of 10 percent or higher were realized by 61 percent of the fleet segments. The review also discusses developments in fishing technologies. These developments, along with a general increase in seafood prices, successful fisheries management in some areas, and improved fleet capacity management in Europe and North America, have all contributed to the ongoing, positive financial and economic performance of the main global fishing fleets in recent years.

Available in PDF, EPUB and Kindle. Book excerpt: This paper reviews the conceptual background and application of technical reference points in fishery management. Despite considerable investment in stock assessment methodology and expertise, fisheries worldwide are overexploited. This appears to be due to a mismatch between the precision of assessment and the precision of management. Two types of reference points are recognized: target reference points (TRPs) and limit reference points (LRPs). The use of MSY as a target reference point is considered in the light of past performance of fishery management, and it is suggested that MSY and other reference points formerly used as targets, may be more appropriately applied as LRPs. The recent trend towards the quantification of uncertainty and estimation of risk in the provision of advice is considered to be good, but the cost and availability of information and expertise required may preclude the use of these techniques for many small or low value stocks and for most stocks in developing countries. The recent trend towards inclusion of ecosystem concepts in setting fishery management objectives is also seen as good, and overdue. Although still in their formative stages, ecosystem concepts can still provide LRPs. Effective management will require a set of rules comprising both TRPs and LRPs. In most national and international fishery management situations, the current institutional structure will probably require some modification in order to successfully apply these sets of rules. Fisheries management organizations will continue to assess and manage fisheries routinely, but management may need to develop an independent review which comes into play when resource production limits are approached. The action to be taken at such limits should be discussed and agreed in advance.

This book was released on 2020-06-01 with total page 224 pages. Available in PDF, EPUB and Kindle. Book excerpt: The 2020 edition of The State of World Fisheries and Aquaculture has a particular focus on sustainability. This reflects a number of specific considerations. First, 2020 marks the twenty-fifth anniversary of the Code of Conduct for Responsible Fisheries (the Code). Second, several Sustainable Development Goal indicators mature in 2020. Third, FAO hosted the International Symposium on Fisheries Sustainability in late 2019, and fourth, 2020 sees the finalization of specific FAO guidelines on sustainable aquaculture growth, and on social sustainability along value chains. While Part 1 retains the format of previous editions, the structure of the rest of the publication has been revised. Part 2 opens with a special section marking the twenty fifth anniversary of the Code. It also focuses on issues coming to the fore, in particular, those related to Sustainable Development Goal 14 and its indicators for which FAO is the “custodian” agency. In addition, Part 2 covers various aspects of fisheries and aquaculture sustainability. The topics discussed range widely, from data and information systems to ocean pollution, product legality, user rights and climate change adaptation. Part 3 now forms the final part of the publication, covering projections and emerging issues such as new technologies and aquaculture biosecurity. It concludes by outlining steps towards a new vision for capture fisheries. The State of World Fisheries and Aquaculture aims to provide objective, reliable and up-to-date information to a wide audience – policymakers, managers, scientists, stakeholders and indeed everyone interested in the fisheries and aquaculture sector.

Book excerpt: With unprecedented attention on global change, the current debate revolves around the availability and sustainability of natural resources and how to achieve equilibrium between what society demands from natural environments and what the natural resource base can provide. A full understanding of the range of issues, from the consequences of the changing resource bases to the degradation of ecological integrity and the sustainability of life, is crucial to the process of developing solutions to this complex challenge. Authored by world-class scientists and scholars, The Encyclopedia of Natural Resources provides an authoritative reference on a broad spectrum of topics such as the forcing factors and habitats of life; their histories, current status, and future trends; and their societal connections, economic values, and management. The content presents state-of-the-art science and technology development and perspectives of resource management. Written and designed with a broad audience in mind, the entries clearly elucidate the issues for readers at all levels. In Volume II, Water includes 59 entries and Air includes 31 entries. The Water entries cover topical areas such as fresh water, groundwater, water quality and watersheds, ice and snow, coastal environments, and marine resources and economics. The Air entries cover air pollutants, atmospheric oscillation, circulation patterns and atmospheric water storage, as well as agroclimatology, climate change, and extreme events. Additional topics in meteorology include acid rain, drought, ozone depletion, water storage, and more. Natural resources represent such a broad scope of complex and challenging topics that a reference book must cover a vast number of subjects in order to be titled an encyclopedia. This book was released on 2022-01-18 with total page 216 pages. Available in PDF, EPUB and Kindle. Book excerpt: FAO has promoted the ecosystem approach to fisheries (EAF) as an appropriate framework for the sustainable development and management of fisheries worldwide. With a view to contribute to the identification of lessons and good practices for EAF implementation, this publication documents nine case studies that attempted to put into practice some of the key principles and tools of the approach in the Mediterranean Sea. The case studies were selected to cover a broad range of contexts including smallscale and industrial fisheries operating at local, national and sub-regional scales. It was not within the scope of the publication to evaluate the level of implementation of the ecosystem approach. A specific tool for monitoring implementation is proposed and exemplified. Case studies were analysed with a view to draw preliminary lessons regarding the enabling factors that facilitated the progress made as well as the challenges faced in the transition towards EAF-based management systems. Attention is drawn to key enabling conditions such as favourable policies, legislation and regulatory frameworks, the existence of regional mechanisms for cooperation, favourable market dynamics and social processes, and the relatively low complexity of the fishery systems analysed. A set of factors emerged that contributed to progress during implementation, such as the clear definition of fishing rights, the enhancement of mechanisms for compliance, scientific monitoring and adaptation of management measures, as well as the explicit consideration of biological and socioeconomic aspects in management actions. Further progress in the transition towards sustainable management systems is hampered by external and internal factors. External factors are related, for instance, to environmental changes, the poor regulation and control of competing sectors, consumer behaviour and the governance environment. Issues such as stakeholder representation, knowledge gaps and the availability of sustainable sources of funding are among common internal factors. The authors also discuss how slow progress in the implementation of management plans can generate discredit with the institutions and add additional challenges for any future initiatives to engage stakeholders in participatory management. The case-based results and lessons of how the ecosystem approach to fisheries was considered, developed and implemented in the fisheries discussed in this publication not only contribute to the documentation of current practices in the Mediterranean but may also guide future attempts to further develop the field.

Book excerpt: In Asia, the fisheries sector is important in terms of food security, livelihoods and foreign exchange earnings. However, as in many parts of the world, there are signs that capture fisheries are fully exploited or overfished. Management of fisheries in the region is often hampered by lack of information on the status of fisheries in terms of biological, social, economic, policy and governance aspects. This regional project documents an alarming decline on coastal fishery resources, based on historic research surveys in South and Southeast Asia. Socio-economic analyses and policy reviews highlight the importance of the fisheries sector but also the challenges facing it. Potential interventions to improve fisheries management in the countries are outlined and defined with environmental, socioeconomic and institutional objectives.

Book excerpt: The 2022 edition of The State of World Fisheries and Aquaculture coincides with the launch of the Decade of Action to deliver the Global Goals, the United Nations Decade of Ocean Science for Sustainable Development and the United Nations Decade on Ecosystem Restoration. It presents how these and other equally important United Nations events, such as the International Year of Artisanal Fisheries and Aquaculture (IYAFA 2022), are being integrated and supported through Blue Transformation, a priority area of FAO’s new Strategic Framework 2022–2031 designed to accelerate achievement of the 2030 Agenda for Sustainable Development in food and agriculture. The concept of Blue Transformation emerged from the Thirty-fourth Session of the FAO Committee on Fisheries in February 2021, and in particular the Declaration for Sustainable Fisheries and Aquaculture, which was negotiated and endorsed by all FAO Members. The Declaration calls for support for “an evolving and positive vision for fisheries and aquaculture in the twenty first century, where the sector is fully recognized for its contribution to fighting poverty, hunger and malnutrition.” In this context, Part 1 of this edition of The State of World Fisheries and Aquaculture reviews the world status of fisheries and aquaculture, while Parts 2 and 3 are devoted to Blue Transformation and its pillars on intensifying and expanding aquaculture, improving fisheries management and innovating fisheries and aquaculture value chains. Blue Transformation emphasizes the need for forward-looking and bold actions to be launched or accelerated in coming years to achieve the objectives of the Declaration and in support of the 2030 Agenda. Part 4 covers current and high-impact emerging issues – COVID-19, climate change and gender equality – that require thorough consideration for transformative steps and preparedness to secure sustainable, efficient and equitable fisheries and aquaculture, and finally draws some outlook on future trends based on projections. The State of World Fisheries and Aquaculture aims to provide objective, reliable and up-to-date information to a wide audience – policymakers, managers, scientists, stakeholders and indeed everyone interested in the fisheries and aquaculture sector.

Transnational tuna fisheries are among the most important fisheries in the world, and tuna commissions are increasingly shifting toward this approach. Comprehensively covering the subject, Conservation and Management of Transnational Tuna Fisheries summarizes global experience and offers practical applications for applying rights-based management and the creation of economic incentives, addressing potential problems as well as the total level of capacity. This reference work is divided into four parts, beginning with an overview of the book, including the issues, property rights, and rights-based management. The subsequent sections address issues arising with property rights, discuss bycatch, and cover compliance, enforcement, trade measures, and politics. Written by an expert team of international authors, Conservation and Management of Transnational Tuna Fisheries will appeal to social and fisheries scientists and fishery managers in universities and research institutions, government and non-governmental organizations, fisheries management bodies, members of the fishing industry, and international institutions.
