Book excerpt: This report provides an overview of the biological status of assessed stocks around the world and relates measures of stock status to the strength of fisheries management. Stock assessment outputs, consisting primarily of time series of abundance and fishing pressure relative to target reference points, were compiled for 548 marine fish and invertebrate stocks in the RAM Legacy Stock Assessment Database. Data summary methods included: global and regional mean trends of abundance and fishing pressure relative to target reference points; bivariate plots of relative abundance and fishing pressure; estimates of potential equilibrium yield foregone at current fishing pressure; and proportions of stocks in different biomass status categories. These measures of stock status were summarized at the global level as well as separated by 16 FAO Major Fishing Areas and ocean basin regions for comparison.

Book excerpt: Marine and inland fisheries provide millions of people around the globe with food security and livelihood opportunities. Advancing knowledge on how the world’s marine and inland capture fisheries are accessed, used, and managed using various types of rights-based approaches (RBAs) is a crucial step towards achieving the Sustainable Development Goals (SDGs) and attaining food and nutrition security and livelihood benefits. The Global Conference on Tenure and User Rights in Fisheries 2018 created a neutral platform for a wide variety of participants, including government officials; fishers from industrial, small-scale and indigenous/traditional communities; fisheries-related stakeholders; nongovernment organizations (NGOs); civil society organizations (CSOs); intergovernmental organizations (IGOs); and academics from around the world. Sharing perceptions and experiences, participants exchanged information and concrete examples through case studies on how tenure and RBAs can harmonize the concepts of responsible fisheries, social and economic development as well as ideas and concerns about the fair and equitable application of user rights in capture fisheries. UserRights 2018 was a unique event that brought together both technical expertise and practical case studies, with the objective of using this diverse knowledge to advance the SDGs.

Book excerpt: This book presents a comprehensive analysis of the legal and policy frameworks for marine fisheries management and examines the efficiency of the institutions responsible for the formulation, implementation and enforcement of marine fisheries laws and policies in Bangladesh. Sustainable management of marine fisheries is a complex, multi-dimensional and multi-stakeholder process that entails sustainable use of marine living resources and conservation of marine biodiversity. Offering a critical analysis to these frameworks that play a crucial role in the conservation and management of fish stocks in areas within and beyond national jurisdiction, this book examines inadequacies and implementation gaps in the legislative, policy and institutional frameworks that contribute to the unsustainable exploitation of marine fish stocks in Bangladesh. It recommends law and policy reform for conservation and sustainable management of marine fisheries in Bangladesh and the Bay of Bengal.

Book excerpt: The GFCM 2030 Strategy for sustainable fisheries and aquaculture in the Mediterranean and Black Sea offers a common vision and guiding principles to achieve sustainable fisheries and aquaculture in the region, federating efforts to deliver on national, regional and global commitments. Building upon the progress made and concerted action between all stakeholders, it addresses the social, economic and environmental aspects of sustainability in order to build resilience to respond to global challenges. The GFCM 2030 Strategy upholds the heritage of fisheries and aquaculture as pillars for the livelihoods of coastal communities, championing a productive and sustainable food system that contributes to thriving economies and healthy ecosystems. It is articulated in five distinct targets that each contribute to this overarching vision for sustainability: Target 1 focuses on healthy seas and productive fisheries; Target 2 aims to ensure a level playing field to eradicate all illegal, unreported and unregulated fishing; Target 3 helps realise the potential of a growing aquaculture sector; Target 4 supports livelihoods through decent employment and fishers engagement; and Target 5 fosters capacity development through technical cooperation and efficient partnerships across the region. The GFCM 2030 Strategy addresses regional priorities while taking into account local needs and specificities through a subregional approach. Covering a ten-year span, the GFCM 2030 Strategy is aligned with a global agenda. The successful achievement of its targets relies on the commitment of the GFCM Membership in adopting and implementing relevant decisions and in supporting its overarching vision.

Book excerpt: Taking a social science approach, this book explores the governance of sustainable seafood, which is fundamental to food and nutrition security as well as being an important source of income and employment in many regions. Due to the importance of protein and other fishery and aquaculture by-products, many wild fisheries are coming under pressure, and this increasing demand has created a strong driver to expand aquaculture. As a result, the social and environmental sustainability of these production systems have come into question. The authors of the book explore the governance of sustainable seafood, taking into account the rise of social movements through environmental non-governmental organisations, the nature and perceived limits of government regulation within and beyond the state, and the promise of market-based approaches to governance such as ecolabelling. The book focuses on how concern over sustainable seafood has been translated into different current forms of governance. It then assesses what alternative governance approaches are starting to emerge that combine movements, states and markets for sustainable seafood production and consumption, and their effects. The book concludes with a vision for the future through key principles for evaluating the collective impact of governing sustainable seafood. This timely volume will be key reading for researchers interested in fisheries and aquaculture governance, as well as coastal and marine policies and sustainable food movements more broadly. It will also be of interest to practitioners and policymakers engaged in creating fishery policies and sustainable fishery development.

Book excerpt: Fluctuations and declines in marine fish populations have caused growing concern among marine scientists, fisheries managers, commercial and recreational fishers, and the public. Sustaining Marine Fisheries explores the nature of marine ecosystems and the complex interacting factors that shape their productivity. The book documents the condition of marine fisheries today, highlighting species and geographic areas that are under particular stress. Challenges to achieving sustainability are discussed, and shortcomings of existing fisheries management and regulation are examined. The volume calls for fisheries management to adopt a broader ecosystem perspective that encompasses all relevant environmental and human influences. Sustaining Marine Fisheries offers new approaches to building workable fisheries management institutions, improving scientific data, and developing management tools. The book recommends ways to change current practices that encourage overexploitation of fish resources. It will be of special interest to marine policymakers and ecologists, fisheries regulators and managers, fisheries scientists and marine ecologists, fishers, and concerned individuals.
